Most speakers at this eminent conference have deplored the lack of trust and confidence between NATO and Russia. Celeste Wallander just proposed to explain this mistrust by John Herz’ security dilemma. Herz suggests that states arm against each other because of fear and not due to aggressive intentions. The strengthening of one state’s military posture forces another state to strengthen its military potential as well, which in consequence makes the first state to enhance his armament even further

Russland, das die neue Führung in Kiiv nicht anerkannt und nur technische Kontakte mit ihr unterhält, fürchtet, dass diese das Gesetz über die Bündnisfreiheit der Ukraine aus 2010 kündigen könnte. Ukraine wurde - wie Georgien - auf dem Treffen der NATO in Bucharest im April 2008 eingeräumt, Mitglied der NATO zu werden. Der Beitritt wurde als garantiert angegeben, wiewohl auf deutschen und französischen Druck die Ukraine keinen dafür vorbereitenden Membership Action Plan (MAP) zugestanden bekommen hat. Juli einen Offenen Brief an Barack Obama gerichtet. In dem Aufruf warnen sie die USA davor, sich aus der osteuropäischen Region zurückzuziehen; sie klagen, die Region sei für die USA an den Rand der Aufmerksamkeit gerückt; der Einsatz für die Durchsetzung demokratischer Werte an der Seite der USA – im Irak wie in Afghanistan – bleibe unbedankt. NATO as an alliance has lost its raison-d’être. This is not due to a lack of common security threats NATO allies are facing but to a striking lack of common threat perception, the lack of a stable consensus on how to deal with threats if at all accepted as common and, finally, appalling buck passing when it comes to war fighting by many European softliners.

NATO: Out of business while out of area

In the nineties Senator Richard Lugar made his seminal statement about NATO going either out of area or out of business. Lugar was totally right – then. NATO had to accept new commitments beyond its territory, proliferate stability, enforce peace and enable civic actors to engage in post-conflict peace building were it to sustain its legitimacy. NATO since then has been of vital importance with SFOR in Bosnia-Herzegovina, with KFOR in Kosovo and, most recently, with ISAF in Afghanistan.
